June 2019 public transport monthly performance data shows a failing metropolitan train system with 11 out of 16 lines failing Labor’s own punctuality target.
Daniel Andrews and Labor have failed to deliver a punctual and reliable metropolitan train network to commuters for 8 out of the last 12 months.
If that wasn’t bad enough – commuters on the Frankston line have endured services which have not met the punctuality target for 11 out of 12 months, with punctuality being at its lowest in June – at 83.1% – an unacceptable 8.9 percentage points below Labor’s target.
The 12-month average for punctuality on the Frankston line of 89.2 % is also a FAIL.
The Coalition inherited a Frankston line performing at 73.5% (November 2010) punctuality, and delivered a Frankston line performing at 92.1% punctuality in November 2014 – an improvement of 18.6 percentage points.
Cancelled, short, skipped and bypassed trips on the Frankston line are soaring.
Claims that bad performance on the Frankston line is in part due to ‘construction blitzes’ is wrong. The PTV Application Programming Interface which provides real time service information to commuters states that:
“All other static data is updated weekly; it takes into account any planned timetable changes, for example, due to holidays or planned disruptions, but any changes to the timetable made by tram, bus, or V/Line operators on the day of operation will not be picked up.”

“Despite the billions of dollars spent on public transport construction including level crossing removals on the Frankston line – the reality for Frankston line commuters is that there has been a dramatic and unacceptable fall in reliability and punctuality on their line.”
“Daniel Andrews and Labor can’t hide under a false cloak of ‘construction blitzes’ to excuse the unacceptable punctuality decline under their watch for commuters on the Frankston line – a decline of 9.0% percentage points since November 2014.”
